HPDP2 is a five-year (2012-2017) health policy project of the USAID/Philippines implemented in partnership with the UPecon Foundation, Inc. It supports the DOH-led policy formulation process for scaling up the Government of the Philippines’ Universal Health Care initiative or Kalusugan Pangkalahatan.
ACTIVITIES
HPDP2 supports the national and regional DOH offices to scale up implementation of MNCHN/FP and TB interventions. The project provides technical assistance through the following components:
- Establishing an institutional platform to help the DOH design, implement, monitor and evaluate the Universal Health Care initiative
- Improving policies and health systems to remove policy and systems barriers to improved supply and demand for MNCHN/FP and TB services through the following:
- Improving policies and regulations on service delivery of priority interventions that impact on MNCHN/FP and TB outcomes
- Ensuring sustainable health care financing particularly for MNCHN/FP and TB
- Strengthening policy and national program monitoring and evaluation
- Capacity building for more vigorous implementation of health reforms
RESULTS
HPDP2 has supported DOH on the following:
- Development of guidelines for implementing the Responsible Parenthood and Reproductive Health Law and its implementing rules and regulations
- Design of the 2015 National TB Prevalence Survey
- Implementation of the Kalusugan Pangkalahatan Operations Monitoring Survey
- Assessment of the family planning logistics and strengthened the engagement of a third-party logistics provider
- Conduct of courses on planning and contracts management for staff of DOH regional offices
GOAL
To strengthen the policy and financing environment for maternal, neonatal, child health and nutrition, and family planning (MNCHN/FP) and tuberculosis (TB) programs to enable the Philippines to achieve its Millennium Development Goals in health, as well as expand and sustain its Universal Health Care initiative.
OBJECTIVE
To support the Department of Health (DOH) in scaling up implementation of MNCHN/FP and TB interventions through policy development.
