The three-year USAID REFORMA Project provides assistance to the Government of the Kyrgyz Republic’s economic policy reform agenda. The project places particular emphasis on those reforms that the private sector believes will have the greatest impact on business development, economic growth, and job creation. Consequently, REFORMA is pursuing a reform agenda that reflects the priorities of both government and business while complementing activities pursued by international donor organizations.  In addition, REFORMA focuses on developing the human and institutional capacity of the Kyrgyz Republic’s governmental and private sector institutions that are key contributors to implementing economic policy reforms.

Program Activities:

  • Provide assistance to the Government’s initiatives to optimize legal and normative acts for regulating business activity.
  • Assist in reducing and streamlining the business licensing and permitting regime and supporting the passage and implementation of a new Law on Licensing.
  • Provide assistance to the Government in streamlining the legal and regulatory framework to conduct business inspections and ensuring that inspections reforms are implemented in practice.
  • Strengthen the legal and regulatory framework governing the mining industry to encourage greater investment and growth of the sector and its contribution to improving economic opportunities in the Kyrgyz Republic.
  • Provide analytical support for evaluating indirect tax policy options and improving VAT administration;
  • Assist in increasing public awareness and understanding of universal tax filing obligations.
  • Implement Human and Institutional Capacity Development (HICD) programs with key government counterpart institutions and private sector service providers.
  • Support public outreach activities to increase public understanding of the importance and value of developing key business sectors.
