USAID signed a follow on award with UNDP to continue Support for Territorial Administrative Reform, a multi-donor funded project to enhance efficiency and quality of local public services to the citizens, to increase financial efficiency and resources for the local government units, improve the mechanisms of representative democracy, and strengthen the instruments of direct democracy, and to operationalize TAR. STAR 2’s overall objective is to support the consolidation of public services under the new territorial reorganization context with a view to reaching out all citizens and engage them for more efficiency, effectiveness and accountability in the delivery of services. The new STAR 2 was organized along the same funding mechanism as the initial program. USAID decided to join the international community in strengthening local governance with a modest contribution of $100,000. The total contribution of other donors to-date is $8.2 million.
